Suffolk's water is more sheltered than the open harbor, but the tide is the same brackish water and the walls age the same way. Out on the Nansemond and its creeks the lots are larger and the banks are often softer, so the failures we see run to scoured toes, drained backfill, and timber walls simply reaching the end of their life away from the wave energy of the bigger rivers.
Sheltered water is also where a softer shoreline often makes the most sense. On a low-energy Nansemond bank a living shoreline of marsh grass and a rock sill can hold better and permit easier than a vertical wall, and it is Virginia's preferred method where the site suits it. Where a wall is the right answer we build it in vinyl sheet pile with proper anchors, not a foam injection that leaves the wall where it was.
